#6 As for the other cards, I believe they're Progenitus, Dragonstorm, and Meloku the Clouded Mirror
4 Ramirez DePietro, Pillager Printed as a box-topper of Dominaria United, Ramirez DePietro, Pillager is a commander with a lot in common with the previous entry, putting a Dimir (black/blue) spin on the act of stealing your opponents' spells through the use of Pirates
Not only that given that your deck is actually smaller than usual you have only so many cards that actually impact something (remember we have 29 lands, Spiral, Uro etc.) you need space for cards that solve certain problems like Elspeth Conquers Death, Shatter the Sky, Narset, Parter of Veils and Dovins Veto and playing 4th Nissa instead of one of those often leads to games where all the cards are kinda clunky and one dimensional
Maybe that's the fun of a Starter Deck, I think: You've got everything you need to play the game, and now it's time to begin to learn the ropes, even if your deck isn't perfectly balanced
Red doesn't need the two mana option so much with cards like Arc Trail and Forked Bolt
