Better yet, the only cards that rotate are Godless Shrine, Mobilized District, and Conclave Tribunal minor losses, on the whole
I think you probably want at least a dozen solid targets in your Type 4 stack to make this worthwhile, but judging by the quality of just the few I mentioned I think this card should be very strong and find a home in most Type 4 stacks in the future
Additionally, since it pays the colored mana for you and youre just responsible for the tax (and whatever other additional costs there are), you keep more options open
