Wizards seems to have based each deck on one of the Wastelands largest and most recognizable factions, and then added other characters and references from the games which share a similar ideology

So much so that the card is already being eyed up for cEDH lists by high-level players

Both Sceptile cards that I have reviewed are quite similar and I don't have any opinion on which one is better, I would suggest going with one of each and in the moment of the game choose which version to use
