It is easier to understand if you think that the market being viewed is different depending on whether the same card is PSA 10, PSA 9, or Raw. Even if Raw looks cheap at first glance, it may actually receive a lower evaluation than expected after submission to PSA
In other words, having a Snivy with lower HP and attacking earlier doesnt really make a difference because you want it on the Bench
