Mostly already answered by @chok above, but to give a full summary: This set was only available for purchase online On top of that: it was only available for a two week period On top of that: it could only be bought by Japanese players On top of that: it was TCG-wise a pretty bad set, so not a lot of players bought it On top of that: 90%+ of the sets sold were in 1st edition, so unlimited edition was very scarce On top of that: the Seviper is a Rare in the set, so isnt pulled as much as lets say a Common On top of that: Seviper isnt a very popular Pokmon to collect So yeah, although it took me 3.5 years, Im extremely happy and grateful that my Seviper collection in all Pokmon TCG languages and variations will now be 100% complete (as soon as those last two Indonesian Seviper cards have arrived in an incoming package)
It has a good impact on the board already in decks full of auras and equipment, and it scales up beyond that
And being able to get rid of level 4 monsters all at once can give you a serious advantage in a duel
