As I, and most people I talked with, understood at the time, Tier 1 decks were those that would make up a large portion of a YCS top cut, Tier 2 were decks that would appear at YCS top cuts (but at a lesser frequency than Tier 1 decks), and Tier 3 were decks you could expect to see make regional top cuts and wins
